Labour Secretary Bhim Thatal Attends National Labour Conference in New DelhiNew Delhi.

The Labour Department, Secretary, Government of Sikkim Shri Bhim Thatal attended National Conference of Labour & Employment and Industry Ministers and Secretaries of States/UTs at Bharat Mandapam in New Delhi on November 11&12, 2025.
The conference was chaired by the Union Minister for Labour and Employment Shri Mansukh Mandaviya.
Various subjects like Pradhan Mantri Viksit Bharat Rojgar Yojana (PMVBRY), National Labour and Employment Policy, Private Placement Agency Bill, Building and Other Construction Workers’ Welfare, Education to Employment (E2E) Career Lounge, Employees State Insurance Corporation, Ease of Doing Business, Implementation of Four Labour Codes, ESIC hospital etc. were elaborately discussed.
Secretary Shri Bhim Thatal spoke on initiatives of the Labour Department in terms of implementing the PRVBRY like appointment of Nodal Officer and coordination with EPFO and awareness generation. Several innovative practices of the State Government in terms of labour reforms like revised monthly wages, mandatory registration, online monthly return initiative, process of online registration of individual workers, labour registration cards, schemes for workers under the BOCW Welfare Board viz; housing loan, financial assistance, healthcare, awareness programmes were also mentioned.
Employees State Insurance Corporation (ESIC) related reforms like initiatives towards construction of 100 bedded hospital, constitution of Regional Board and State Employees’ Insurance Society, Amnesty Scheme 2025 were also discussed.
He further said that many educated youths and persons from Sikkim seek employment and enrol themselves as workers all over the country. In this context, a centralised grievance redressal mechanism and centralised labours and employees management mechanism may be incorporated in the policy.
Speaking during the discussion on the National Labour and Employment Policy, Secretary Shri Thatal mentioned that there has to be a connection between National Education Policy, 2020 (NEP 2020) and National Labour and Employment Policy as there is scope of vocational education, skill development and education for employability in the NEP 2020 which may have to be closely related with labour and employment policy.
Discussing on implementation of four Labour Codes comprising of 29 labour related laws, Shri Thatal mentioned that 11 of these laws are already implemented in Sikkim. However, regarding the remaining 18 central laws, he requested that a separate one on one discussion with the State Department and the Central Labour Ministry is necessary to discuss on this because the state of Sikkim has special provisions under Article 371(F) of the Constitution.
The conference was also attended by the Additional Labour Commissioner Shri Shiromani Neopaney.
