Modernization of Command Area and Water Management. M- CADWM Soreng District.
Soreng, 30th June: The First District Level Implementation Committee Meeting for Modernization of Command Area Development and Water Management to be implemented at Soreng District under Ministry of Jal Shakti, Govt of India.
The meeting began with the welcome address by A.D.O Ms Amimsha Limboo, Agriculture department where she welcomed the dignitaries for the meeting. The dignitaries present were District Collector cum chairperson MCADWN scheme Mr Dhiraj Subedi, ADC Dev. Rural Development Department Mr Ongdi Sherpa, Sub divisional Magistrate Soreng Ms Sakchum Lepcha, Panchayat Presidents from various GPUs, Mr Jigmee Dorjee Bhutia Additional Chief Engineer Agriculture Department , Mr B.B. Rai Joint Director Horticulture Department, Mr Binod Rai Divisional Engineer Power Department, Mr Manish Pradhan Deputy Director Agriculture Department, Assistant Engineer Agriculture Department, and officials and engineers from various line departments like Water resources Department, PHE Department, Zilla Parishad. Principal Director, Agriculture Department Mr Jagdish Pradhan also joined the meeting through VC from Krishi Bhawan, Gangtok.
Deputy Director, Agriculture Department gave a PowerPoint presentation where he gave detailed overview of the project. He gave a walk through on the inception phase of the project, the data collection methodologies, site assessment, baseline survey, hydrological assessment, geo mapping and various processes involved in the selection of 29 clusters for the project. He also briefed on the current irrigation scenario of the district, the agricultural development goals to be explored through the project as well as highlighted the way forward. He stated important points like formation of Water User Committee members, SOPs, Project Systems, Modern Softwares and Core systems like Village Management System (VMS), OMS , etc.
There was an active discussion with all the participating members to be included in the DLIC member committee including Panchayat President members of different GPUs who pointed out past scenarios and new plans to ensure better phasing out of the project work in the future. Discussions were also made on Water sources to be selected as per the requirement of the clusters and with a clear distinction between drinking and Irrigation water.
DC Soreng Mr Dhiraj Subedi gave the keynote address where he emphasised the importance of the project and roles of each stakeholder in making it a success. He also emphasised on timely completion of the work with proper coordination of all the Line department and all other stakeholders involved.
The meeting concluded with approval by all the constituting members of DLIC for MCAD project to be introduced in 29 clusters of Soreng District.
