The 86th All India Presiding Officers Conference held from 19th January, 2026 at Vidhan Bhawan, Lucknow concluded on 21st January, 2026 with Valedictory remarks addressed by Yogi Adityanath, Hon'ble Chief Minister, Government of Uttar Pradesh, Shri Om Birla, Hon'ble Speaker, Lok Sabha & Chairperson of the Conference, Shri Harivansh, Hon’ble Deputy Chairman, Rajya Sabha, Shri Satish Mahana, Hon'ble Speaker, Uttar Pradesh Legislative Assembly and Shri Kunwar Manvendra Singh, Hon'ble Chairman, Uttar Pradesh Legislative Council.
The 3 (three) days Conference was attended by the Hon'ble Speaker and Hon'ble Deputy Speaker of Sikkim Legislative Assembly and the Presiding Officers of different State Legislative Assemblies and Legislative Councils.
The following topics were discussed and deliberated during the plenary session of the Conference.
1. Accountability of the Legislature towards the People,
2. Capacity Building of Legislators to Increase Efficiency and Strengthen Democratic Governance, and
3. Leveraging Technology for Transparent, Efficient and Citizen-Centric Legislative Processes.
The following Resolutions were also adopted during the concluding day of the 86th All India Presiding Officers Conference, Lucknow, Uttar Pradesh unanimously.
1. Resolution No. 1- We, the Presiding Officers of legislative bodies of India unequivocally resolve at the 86th All India Presiding Officers' Conference to re-dedicate ourselves to conducting business of our respective legislatures in a way that helps achieve the national goal of Viksit Bharat by 2047.
2. Resolution No. 2- We, the Presiding Officers, further resolve to create consensus among all political parties to increase the number of sittings of our state legislative bodies to a minimum of thirty (30) sittings in a year and to constructively utilize the time and resources for legislative business so that our democratic institutions are more accountable to the people.
3. Resolution No. 3- We the Presiding Officers of legislative bodies in India resolve to continue to harness technology for improving ease of doing legislative business with the objective of building effective connect between the people and their legislatures and delivering meaningful participatory governance.
4. Resolution No. 4- We the Presiding Officers resolve to continue to provide exemplary leadership to all participatory governance institutions so as to deepen and strengthen the democratic ethos of our nation.
5. Resolution No. 5- We, the Presiding Officers, resolve to continue to support capacity building of our parliamentarians and legislators, particularly in efficient use of digital technology and to strengthen research support for effective participation of our public representatives in debates and discussions in our legislatures.
6. Resolution No. 6- We, the Presiding Officers, resolve to create a National Legislative Index to benchmark performance of our Legislative Bodies on the basis of objective parameters so as to introduce a conducive environment for healthy competition for serving the public interest with greater accountability:
Earlier today, Shri Mingma Norbu Sherpa, Hon’ble Speaker and Smt. Raj Kumari Thapa, Hon’ble Deputy Speaker, Sikkim Legislative Assembly called on the Hon'ble Chief Minister of Uttar Pradesh at his official residence at Lucknow.
