Secretary, Food & CS Department Convenes Interactive Meeting
Gangtok, October 14, 2026: The Secretary, Food & Civil Supplies Department Shri Bhim Thatal convened an interactive meeting of the Department with the Section Heads and District Civil Supplies Officers of all the six districts.
Secretary Shri Bhim Thatal emphasised upon coordination with District Planning Officers of RDD in the district for the purpose of appeal matter under Section 15 of the National Food Security Act, 2013, in which DPO is the District Grievance Redressal Officer. He further emphasised on the coordination with the Social Welfare Department and Education Department for the purpose of PDS related matter in Mid-day meal scheme and also to coordinate with urban local bodies and Gram Panchayat regarding PDS related matters. This is to take the governance to doorsteps in the line of “आँगनमा प्रशासन” so that every citizen is covered in terms of the NFSA, 2013, Public Distribution System (PDS) and consumer related matters.
Secretary, Shri Thatal also suggested upon creating general awareness among consumers and widening campaign of consumer related matters and awareness. He emphasised on creating clean and perfectly rightful targeting matters pertaining to beneficiaries under the PDS.
He further suggested coordinating with DESME in the Headquarters and Districts for bio-metric updating of the Aadhar of the beneficiaries so that e-KYC could be done for PDS beneficiaries. He also instructed all the DCSOs to ensure that there is smooth flow of PDS right from FCI to Food Godowns and Fair Price Shops

During the meeting Ms. Diki Doma Bhutia, SCS, Special Secretary briefed on the ongoing works and administration while Ms. Tenzin Yangchen Bhutia, SCS Special Secretary highlighted on PDS related and NFSA, 2013 matters and Shri Sunil Chandra Sharma, Addl. Director (Accounts) clarified certain finance related matters.
The meeting had the welcome address from Mrs. Kusum Lata Rai, Joint Secretary (Adm) and Mrs. Sonam Donak, Accountant, F&CSD concluded with Vote of Thanks
