Samagra Shiksha, Education Department, Government of Sikkim in collaboration with SCERT and District Education Offices and Field Investigators nominated from schools successfully conducted the Foundational Learning Study (FLS) 2026 for the state of Sikkim on 9th and 10th April 2026.
The study was conducted in 49 sampled schools across the six districts of Sikkim. A total of 422 students participated in the FLS 2026.
The Foundational Learning Study (FLS) 2026 is being conducted by PARAKH (NCERT) in March-April 2026, under the guidance of Prof. Indrani Bhaduri, CEO and Head, PARAKH (NCERT), New Delhi. The FLS 2026 assesses Grade 3 students across India (Grade 4 students for Sikkim) to ensure universal proficiency in reading, writing, and numeracy. It aligns with NEP 2020 and NIPUN Bharat goals for 2026-27.
The key purpose of FLS 2026 is to measure literacy and numeracy levels, ensuring they “read to learn” and understand basic mathematical operations. The assessment framework involves both written and interview modes with the use of tablets by Field Investigators during the survey.
Mrs. Asha Khatri, Additional Director, Samagra Shiksha alongwith Mr. Kuldip Sharma, Coordinator Assessment Cell, SCERT Sikkim coordinated with PARAKH NCERT at the National Level and District Level Functionaries of the state for smooth execution of the FLS 2026.
