Joint Inspection Conducted at Upper Sichey Following Public Complaint
Gangtok, 18 May 2026:
Acting upon a complaint submitted by Shri Samdup Namgyal Basi, a resident of Upper Sichey, the District Collector of Gangtok, Agawane Rohan Ramesh, IAS, conducted a joint inspection on 18 May 2026 at Upper Sichey, opposite Sishu Bhawan, to assess the reported land instability and damages in the area.
The inspection was carried out in the presence of the Hon’ble Ward Councillor of Upper Sichey and officials from various concerned departments, including District Disaster Management Authority, Gangtok , Mines and Geology Department, Urban Development Department, Water Security & PHE Department, Sewerage Division of the Water Security & PHE Department, and the Water Resources and River Development Department.
During the inspection, the following observations were made:
1. Several visible cracks were found in the residence of Shri Samdup Namgyal Basi, indicating possible land movement and structural distress.
2. Signs of terrain sliding were observed originating from the vicinity of the Tibetan School area.
3. It was further observed that the jhora located behind the Tibetan School was causing seepage into the surrounding land, contributing to instability in the area.
Following the inspection, the District Collector directed all concerned departments to immediately undertake temporary mitigation measures to prevent further damage while simultaneously identifying and implementing a permanent solution to address the issue comprehensively.
It was also observed that the jhora flowing behind the Tibetan School could be channelised and connected to the main jhora in order to prevent continuous seepage and reduce the risk of further land erosion and sliding. The Department of Water Security & Resource Development was directed to prepare and submit an estimate for the proposed work. Similarly, the Mines & Geology Department was instructed to submit a detailed land stability report of the affected area.
The District Administration assured that necessary coordinated action would be taken on priority to safeguard the affected area and prevent any further risk to residents and infrastructure.
