District Administrative Centre, Gangtok launches “My Application” and

“SAMVAD” to strengthen citizen-centric governance

In line with the vision of Hon’ble Chief Minister Shri Prem Singh Tamang (Golay) to enhance accessibility, transparency, and accountability in governance, the District Administrative Centre (DAC), Gangtok, on Monday (October 13) launched two innovative digital

initiatives — “My Application” and “SAMVAD”.

These additions expand DAC Gangtok’s growing suite of citizen-centric e-governance services, reaffirming its commitment to more efficient and responsive administration. The initiatives were inaugurated at the Teesta Lounge, Conference Hall at Tashiling Secretariat by the Hon’ble Chief Secretary of Sikkim, Shri Ravindra Telang, IAS.

The event was graced by the presence of Heads of Departments and Secretaries from various departments along with the officers from the Gangtok District Administrative Centre including Shri Tushar G. Nikhare, IAS, District Collector, Shri Patil Abhijeet Rajendra, IAS, SDM Gangtok, Shri Bhawesh Khyalia, IAS, Assistant Collector, Gangtok and Shri Sital Sharma, Assistant Director (IT), Gangtok.

Both platforms mark a significant step towards bringing government services closer

to people’s doorsteps and fostering meaningful two-way communication between

citizens and the administration.

About My Application

"My Application" is an integrated digital platform developed by DAC Gangtok to streamline the receipt, processing, and tracking of citizen applications and official communications.

Traditionally, hundreds of letters and requests- from grievances to permissions to departmental correspondence -were processed manually without a real-time tracking system. This often resulted in delays, loss of documents, or lack of accountability.

With "My Application," every correspondence received at the Collectorate is digitally logged, assigned, and monitored through a transparent workflow system. Citizens can now track the movement and status of their applications online simply by entering their Record Register (RR) number at myapplication.dacgangtok.in, ensuring greater efficiency and responsiveness.

The system also enables the administration to monitor pendency and improve service delivery timelines, making the entire process faster, traceable, and citizen-friendly.

About SAMVAD

"SAMVAD" (Smart Administrative Messaging & Virtual Assistance Dashboard) is a citizen engagement initiative designed to facilitate structured and real-time interaction between the district administration and the people. It aims to institutionalise feedback mechanisms, ensure grievance redressal, and promote participatory governance.

Citizens can initiate "SAMVAD" simply by sending a "Hi" or "Hello" on WhatsApp to 87686 24365, following which they will receive guided options to avail different services offered by DAC, report disasters, or share concerns and feedback directly with the District Collectorate.

This WhatsApp-based approach makes administrative communication instant, user-friendly, and accessible to citizens 24x7 throughout the year, bridging the gap between governance and grassroots.

Speaking at the launch, the District Collector, Gangtok, highlighted that both "My Application" and "SAMVAD" reflect the administration's commitment to citizen-first governance and digital transformation at the district level.
