A meeting with entrepreneurs and key stakeholders was convened today at the Conference Hall of the Commerce & Industries Department, Government of Sikkim, to discuss important initiatives under the Raising and Accelerating MSME Performance (RAMP) programme. The meeting focused on the implementation and benefits of the Logistics and Insurance Coverage Reimbursement Scheme and the Green Initiative Reimbursement Scheme. A presentation was also made on the Online Dispute Resolution (ODR) Scheme and AMP Scheme.

The meeting was chaired by Ms. Karma D. Youtso, Secretary, Commerce & Industries Department. Among those present were Mr. M. Ravikumar, IFS, Director of MSME, Commerce & Industries Department; Mr TT Bhutia, Director, DHH; Mrs. Champa Sharma, Joint Secretary, MSME; and Mrs. Chanda Rani Rai, Managing Director, Government Fruit Preservation Factory, along with entrepreneurs and representatives from various stakeholder groups.

Logistics and Insurance Coverage Reimbursement Scheme

The Logistics and Insurance Coverage Reimbursement Scheme aims to enhance the competitiveness of Micro, Small, and Medium Enterprises (MSMEs) in Sikkim by reducing the financial burden associated with transportation and insurance costs. Given the geographical challenges of the State, logistics expenses often constitute a significant portion of operational costs for local enterprises.

Under this scheme, eligible MSMEs are provided reimbursement support for logistics and insurance expenses incurred in the course of business operations. The initiative seeks to:

Improve market access for local enterprises beyond the State.

Reduce the cost disadvantages faced by Sikkim-based units.

Strengthen supply chain resilience and promote export readiness.

Encourage formalization and wider insurance coverage among MSMEs.

Entrepreneurs were briefed on the eligibility criteria, application procedures, and documentation requirements to avail themselves of the scheme’s benefits.

Green Initiative Reimbursement Scheme

The Green Initiative Reimbursement Scheme is designed to promote sustainable and environmentally responsible business practices among MSMEs. The scheme provides financial assistance to enterprises adopting green technologies, energy-efficient systems, waste management practices, and other eco-friendly measures.

The key objectives of the scheme include:

Encouraging the adoption of renewable energy and energy-efficient machinery.

Supporting pollution control and waste reduction initiatives.

Promoting sustainable industrial growth aligned with Sikkim’s environmental priorities.

Enhancing long-term cost efficiency and environmental compliance of MSMEs.

Stakeholders were encouraged to integrate sustainability into their business models and leverage the scheme to transition towards greener operations.

Online Dispute Resolution (ODR) Scheme

A brief presentation was also delivered on the Online Dispute Resolution (ODR) Scheme. The Ministry of MSME has pioneered the development of the first-of-its-kind Online Dispute Resolution portal, developed and owned by any Government of India Ministry/Department. This portal facilitates the speedy and efficient resolution of delayed payment disputes from the comfort of the home or office of micro or small enterprises. The ODR portal has been developed under the MSE Scheme on Online Dispute Resolution for Delayed Payments.
