State Finance Department Organises Meeting and Workshop on SNA–SPARSH
Gangtok, January 21:
The Finance Department, Government of Sikkim, successfully organised a Meeting and Workshop on SNA–SPARSH (समयोचित प्रणाली एकीकृत शीघ्र हस्तांतरण – Real Time System of Integrated Quick Transfers) at Chintan Bhawan on January 21, 2026.
The SNA–SPARSH system, being implemented by the Government of Sikkim for Centrally Sponsored Schemes (CSS), aims to ensure Just-in-Time fund releases by integrating the Government of India's Public Financial Management System (PFMS) and Reserve Bank of India’s e-Kuber platform with the State Integrated Financial Management System (IFMS) and State Bank of Sikkim's IT Platform, thereby enhancing transparency, efficiency and accountability in fund utilisation.
The programme was conducted in two phases.
The first phase comprised a high-level meeting involving officials from Public Financial Management System(PFMS) of Ministry of Finance, Government of India, Reserve Bank of India (RBI), State Bank of Sikkim (SBS), and the State Finance Department. The meeting focused on bottlenecks encountered, working coordination, operational alignment, and strategic implementation of the SNA–SPARSH Framework.
The second phase featured an interactive session on the SNA–SPARSH platform, aimed at orienting officials on the operational aspects of the system and building technical capacity to ensure its smooth adoption across State Government Departments. The workshop was intended to facilitate a seamless transition from the existing SNA module to the SNA–SPARSH module for fund releases and monitoring under all Centrally Sponsored Schemes.
The workshop was conducted by senior officials and resource persons from the Ministry of Finance, Government of India led by Senior Deputy Controller General of Accounts, Shri Anupam Raj - ICAS, along with representatives from
RBI Mumbai, led by General Manager Dr. Tapas Biswas.
The first session of the programme was chaired by Secretary, Revenue, State Finance Department, Shri Rajendra Sharma. Likewise, the second session of the programme was chaired by Controller of Accounts Cum Secretary, State Finance Department, Shri MCP Pradhan.
The event reaffirmed the State Finance Department’s commitment to strengthening transparent, accountable, and technology-driven financial management systems in the State.
