Mangan, September 2 (IPR):The Integrated Public Health Laboratory (IPHL) at District Hospital Mangan was inaugurated today by Minister for Forest and Environment and MLA Dzongu Mr Pintso Namgyal Lepcha.
Following the inauguration and inspection of the laboratory, the Minister visited the Dialysis Centre at District Hospital Mangan.
The Minister was accompanied by President, Mangan Nagar Panchayat Ms Tshering Doma Bhutia, Additional District Magistrate, Mangan Mr Pema Wangchen Namkarpa, Divisional Forest Officer (Territorial) Mangan Mr Manzil Kharel, Chief Medical Officer Dr Anita Bhutia, MEO Mangan Nagar Panchayat Mr Karzong Bhutia, Councillor, MNP, Mr Norbu Rinchen Lepcha and officials and staff of District Hospital Mangan.
Addressing the programme, the Chief Guest, Minister Mr Pintso Namgyal Lepcha, congratulated the District Hospital and the people of Mangan on the establishment of the Integrated Public Health Laboratory. He stated that the facility marks an important achievement in strengthening diagnostic and healthcare services in the district.
The Minister reflected on the progress made in the health sector over the past year, acknowledging that the establishment of the laboratory had taken time but had ultimately been successfully realised. He emphasised that the responsibility now lies with the concerned stakeholders to ensure that the facility is utilised effectively for the benefit of the people.
He reiterated the vision of Chief Minister Mr Prem Singh Tamang in strengthening the State’s healthcare infrastructure and providing quality healthcare services to the people. He also informed that the Operation Theatre at District Hospital Mangan is expected to become functional shortly, further enhancing the hospital’s capacity to provide comprehensive healthcare services.
The Minister also commended the doctors, nurses, medical staff and other supporting personnel of District Hospital Mangan for their dedicated service, particularly during times of disaster and emergencies. He appreciated the work and developmental initiatives undertaken under the leadership of the Chief Medical Officer, Mangan.
Highlighting developments in specialised healthcare services in the State, he informed that kidney transplant services had commenced in the capital from August 15. He assured that necessary requirements and facilities for strengthening healthcare services in the district would be provided in due course.
The Minister further highlighted the establishment of Helen Lepcha Sikkim Government Medical College, the first Government Medical College in the State of Sikkim, as a joint initiative of the Government of India and the Government of Sikkim. He stated that the institution is aimed at expanding access to affordable and quality medical education while strengthening healthcare services in the region.
He also informed about the proposed development of a healing garden and wellness park within the premises of District Hospital Mangan, which is expected to contribute towards the overall well-being and recovery of patients and visitors.
Earlier, welcoming the gathering, Chief Medical Officer, District Hospital Mangan, Dr Anita Bhutia, expressed her gratitude to all those associated with the establishment of the IPHL. She highlighted that the laboratory would significantly benefit patients by providing quality diagnostic services and improving access to various laboratory investigations within the district.
Dr Bhutia also briefed the gathering on the various services and human resources available under different divisions of District Hospital Mangan.
An overview of the Integrated Public Health Laboratory was presented by Dr Sekha Subba, who explained the diagnostic services available under the three major divisions of the laboratory.

Dr Subba highlighted the advantages of the facility in ensuring timely and quality diagnosis, stating that the IPHL would make diagnostic services more accessible and patient-friendly. She further informed that as per laboratory norms, a total of 11 staff members are required for its effective functioning, while there is presently a shortage of manpower.
As part of the programme, Safai Karmacharis of District Hospital Mangan were felicitated in recognition of their contribution and dedicated service. Himalayan Free Church and Vital Riders Motorcycle Club were also felicitated for their valuable contributions and support.
Secretary of Himalayan Free Church, Mr Mark Tshering Lepcha, received the felicitation on behalf of the organisation, while Mr Dupzang Dorjee Bhutia received the felicitation on behalf of Vital Riders Motorcycle Club.
Addressing the gathering, Additional District Magistrate, Mangan, Mr Pema Wangchen Namkarpa, congratulated District Hospital Mangan on the inauguration of the IPHL, describing it as a significant achievement for the district’s medical fraternity.
He appreciated the progress made by the hospital over the past year and shared his personal experience of witnessing the satisfaction expressed by patients regarding the services being provided at District Hospital Mangan.
The Additional District Magistrate also highlighted that Mangan is a disaster-prone district and appreciated the continued cooperation and support extended by District Hospital Mangan to the District Administration during disasters and emergencies. He commended the hospital’s medical fraternity and supporting staff for standing alongside the administration whenever required.
The programme concluded with the Vote of Thanks proposed by Dr Dawa Doma Bhutia. The programme was conducted by District Programme Manager (DPM), Mangan, Ms Mingma Sherpa.
