Excise Department Launches E-Office and SEMS implementation
Gangtok, October 8 (IPR): MLA, Temi- Namphing constituency and Advisor for Excise Department, Mr B S Panth, launched the e-Office programme and initiated the implementation of the Sikkim Excise Management System (SEMS) at his office in Manan Kendra, this morning.
Designed to establish a unified digital framework, the new systems will digitise licensing, track supply chains, and enable real-time departmental monitoring across the state.
The MLA-cum-Advisor was welcomed by Secretary, Excise Department, Ms Yogeeta Rai, along with senior officials of the Department.
Mr B S Panth launched the e-Office programme, a digital workplace solution developed by the National Informatics Centre (NIC) to facilitate the transition from traditional paper-based government files and office procedures to an electronic workflow.
Additionally, he launched the implementation of the Sikkim Excise Management System (SEMS), a comprehensive and future-ready platform aimed at modernising excise administration in Sikkim. Developed in technical collaboration with NIC Sikkim, SEMS serves as an upgraded, revamped edition of the former e-Abkari system.
The State Excise Management System (SEMS) will serve as a unified digital platform, replacing manual documentation with automated and transparent workflows.Its ‘Licensing Management Module’ digitises new applications and renewals with centralised tracking, while the ‘Supply Chain Management Module’ monitors company registrations, brand labelling, import permits, hologram usage, and more. To ensure end-to-end traceability, SEMS integrates real-time hardware infrastructure, such as CCTV surveillance and weighbridge integration, creating a scalable framework that enhances regulatory oversight and service delivery across Sikkim.
Mr Panth took time to understand the operational processes of both e-Office and the State Excise Management System (SEMS) in detail.
He engaged in an interactive session with officials and staff from the Excise Department, offering valuable advice and strategic guidance to ensure seamless adoption. He also addressed key departmental concerns emphasising the government’s commitment to administrative efficiency.
The programme was also attended by Commissioner, Excise Department, Ms Binita Chhetri; Special Secretary, Excise Department, Ms Samten Dolma Bhutia; Additional Secretary, Excise Department, Mr Milan Rai; Joint Commissioner, Excise Department, Mr G P Dulal; Chief Accounts Officer, Excise Department, Ms Dil Maya Subba; Assistant Director (IT), Mr Leenus Darnal; and other officials of the Excise Department.
