Gyalshing, February 16 (IPR):The District Collector-cum-District Magistrate, Gyalshing, Mr Tenzing D Denzongpa, officially launched the Sampoornaata Abhiyan 2.0 Campaign, an intensive initiative under the Aspirational Block Programme, at the Conference Hall of Chongrang Block Administrative Centre (BAC), Gyalshing District.
Inaugurating the campaign, District Collector administered the Sampoornaata Abhiyan 2.0 pledge, strengthening the collective resolution of transforming Chongrang Block from aspirational to inspirational through inclusive development, effective service delivery and saturation of key indicators.
Mr Denzongpa added that Sampoornaata Abhiyan 2.0 aims to strengthen the implementation of flagship schemes through focused interventions, outcome based monitoring and coordinated departmental efforts. He emphasised that the initiative seeks to bridge existing gaps in essential services and enhance the overall quality of life of the people.
The District Collector informed that the Animal Husbandry Department has achieved 100 percent saturation and the report has been submitted accordingly. He, however, expressed concern over gaps in the nutrition sector and stressed the need for serious efforts to address shortcomings, particularly in Aadhaar linkage issues affecting beneficiaries under ICDS.He directed SDM Yuksam, BDO Chongrang, Aadhaar Cell, ICDS functionaries, Anganwadi Workers and CDPO Gyalshing to work in close coordination to resolve the pending challenges at the earliest. He also requested Zilla and Gram Panchayats to extend necessary support and report issues to the concerned authorities.
Mr Denzongpa further stated that priority should be given to Aadhaar related rectifications in Karzi-Mangnam and assured facilitation support, including transportation assistance for ICDS children, to ensure corrections are completed and accepted in the portal. He also stressed the importance of maintaining a time bound supply chain of nutrition in all ICDS centres.
Emphasizing the campaign’s goal, he urged all departments to achieve 100 percent saturation of KPIs within the stipulated timeline and strive towards securing a Gold Medal under Sampoornaata Abhiyan 2.0.
Apart from the campaign, DC also informed the gathering about the upcoming schedule for population census training for enumerators and supervisors. He appealed to the public to cooperate with census officials who will be conducting household visits for successful completion of the census process.
He also briefed the gathering on the PMDDKY initiative and developmental works being undertaken in the district.
Referring to the recent series of earthquakes affecting the region, he urged all citizens to remain vigilant and informed that damage claims must be submitted through the concerned SDMs and BDOs along with proper assessment and photographic documentation.
Compensation, will be provided as per applicable norms, with priority given to the most needy.
The District Collector further mentioned that the unsecured hydropower shaft site at Lingchom has emerged as a serious concern and the concerned developer has been called upon to ensure early resolution of the matter.
The DC stressed the need for collective participation, effective implementation and sustained grassroots engagement to ensure the long term success of the initiative.
Director-cum-ADC (Development), Mr Surat Kumar Gurung, while addressing the gathering, spoke on the vision of the Integrated Economic Inclusion Action Plan(IEIAP). He called upon eligible youth and women in the age group of 18–35 years to actively participate. He also emphasized the importance of hygiene, cleanliness, grey water management and ensuring potable drinking water facilities in all ICDS centres, while highlighting various Rural Development Department related schemes.
BDO Chongrang, Ms Geeta Kumari Gurung, expressed gratitude to the District Collector and Heads of Departments for their presence. She informed that Chongrang Block had earlier secured the State-level Bronze Medal under Sampoornaata Abhiyan 1.0 and called for a collective approach by all stakeholders to uplift remaining indicators and achieve a Gold Medal under Sampoornaata Abhiyan 2.0. She also acknowledged the efforts of frontline workers for their dedicated service.
Aspirational Block Fellow (ABF), Mr Karma Chogyal Bhutia, presented a detailed overview of the campaign and elaborated on six identified indicators requiring priority focus and timely intervention. He informed that the campaign emphasizes saturation in critical sectors such as health & nutrition, education, social development ensuring all eligible beneficiaries are brought under the ambit of government schemes.
Mr Bhutia further underscored the importance of departmental convergence, real-time progress tracking and active involvement of grassroots institutions. He highlighted that the Aspirational Block team will facilitate coordination among stakeholders, identify service delivery gaps, and support line departments in achieving targeted outcomes within the campaign period.
Sikkim INSPIRES, Coordinator(RDD), Ms Yangchenla Bhutia presented the vision of IEIAP for empowering women and youth through inclusive growth, sustainable livelihoods and entrepreneurship in non-farm sectors. She outlined key objectives such as enhancing skill development, improving access to finance, strengthening market linkages, fostering entrepreneurship, building an inclusive ecosystem and addressing infrastructure gaps. She also highlighted interventions including promotion of community-based tourism, strengthening handicrafts, green SHG enterprises, youth skill development, and awareness programmes across the district.
An interactive session followed, during which participants raised queries and shared field-level challenges related to enhancement of key indicators. The issues were effectively addressed by concerned officials and experts, who provided valuable insights and the way forward for achieving the campaign’s desired outcomes.
The programme also featured cultural presentations including an awareness song by Anganwadi Workers of Chongrang Block, a Nepali dance by SHG Chongrang, and a Nepali dance performance by Kasturba Gandhi Balika Vidyalaya.
The programme was attended by Director-cum-ADC Development Mr Surat Kumar Gurung, SDM Yuksam Mr CS Subba, CMO Gyalshing Dr Namgay Bhutia, CEO Gyalshing Mr Pema G Bhutia, Additional Director AH&VS Mr BB Subba, Deputy Director- cum-CDPO Gyalshing Mr HB Shanker, BDO Chongrang Ms Geeta Kumari Gurung, Aspirational Block Fellow Mr Karma Chogyal Bhutia, MO Tashiding Mr Tshering Sherpa,Zilla and Gram Panchayat Members,officials from SIRD&PR Kerfectar, representatives from Sikkim INSPIRES, SHGs, ASHAs, Anganwadi Workers, BAC officials and other stakeholders.
The programme concluded with a collective assurance from all stakeholders to work in close coordination towards the successful implementation of Sampoornaata Abhiyan 2.0 in Chongrang Block.
