District Collector Gyalshing Chairs DLSC Meeting on Gyan Bharatam Mission at Gyalshing
Gyalshing, April 20 (IPR):A meeting of the District Level Standing Committee (DLSC) on the Gyan Bharatam Mission was convened today at the Chamber of the District Collector, Gyalshing, under the chairmanship of the District Collector, Mr Tenzing D Denzongpa.
At the outset, Ms Tripti Hangma Subba, Additional District Collector (HQ)-cum-Nodal Officer and Member Secretary, DLSC, welcomed the members and presented a comprehensive overview of the objectives and significance of the Gyan Bharatam Mission, a flagship initiative of the Ministry of Culture, Government of India. She highlighted that the Mission aims at the preservation, documentation and conservation of the nation’s manuscript heritage and is currently in its initial phase focusing on the identification and survey of manuscripts.
She further apprised the house that, as per the provisions of the Mission, damaged manuscripts identified during the survey process may be considered for conservation and such matters are to be duly communicated to the respective custodians. Emphasising the operational aspects, she also informed that a dedicated mobile application has been developed to facilitate systematic documentation and data collection under the Mission and urged all concerned officials to familiarise themselves with the guidelines and reference materials circulated.
Addressing the meeting, District Collector underscored the importance of the Mission in safeguarding the rich cultural and historical legacy embedded in manuscripts. He directed all concerned officers to ensure proactive coordination and timely execution of survey activities, with due emphasis on accuracy, sensitivity and strict adherence to prescribed guidelines while engaging with custodians. He also stressed the need for extensive awareness generation at the grassroots level to ensure active public participation and cooperation.
The Block Development Officers (BDOs) were instructed to compile and submit a comprehensive inventory of manuscript repositories within their respective jurisdictions, including temples, monasteries, private trusts, educational institutions, religious bodies, as well as manuscripts held by individual custodians.
It was emphasised that prior consent must be obtained from concerned institutions and private custodians before undertaking any documentation process. The house was also informed that only handwritten manuscripts fall within the purview of the Mission.
The meeting was also attended by Ms Tripti Hangma Subba, Additional District Collector (HQ)-cum-Nodal Officer and Member Secretary, DLSC,Mr Pem Dorjee Bhutia, District Planning Officer (Zilla), Mr Garap D Bhutia, BDO Gyalshing, Ms Geeta Kumari Gurung, BDO Chongrang, Mr Wongdi Tshering Bhutia, BDO Dentam, Mr Sanman Limboo, BDO Yuksam and Mr Krishna Subba, District Information Officer (IPR), who are also members of the District Level Standing Committee.
The roles and responsibilities of various stakeholders, as outlined in the Mission guidelines, were discussed in detail to ensure effective, coordinated and time-bound implementation at the grassroots level.
The meeting concluded with a vote of thanks to the Chair.
