Gyalshing, 17th January 2019, (IPR): One day Sensitization Programme for Panchayats President of 61 Gram Panchayats Unit, Medical Officers, Police officers, Counsellors Municipal and Health Personnels on Substance use disorder- Sikkim Anti Drugs Act (SADA), Mental health illnesses – management and Tuberculosis Eliminations was conducted at West Sikkim Zilla Assembly Conference Hall, Gyalshing.
Hon’ble Zilla Adhyaksha West Smt. Devika Subba graced the occassion as Chief Guest along with Dr. A.B.Karki,DC, West and Shri. Tenzing Loden Lepcha, SP, West as Special Guests.
The Chief Guest Smt. Devika Subba addressed the gathering present to be a responsible citizen where not remain in silence voices should be raised against social bad elements. She also mentioned that it is our responsibility to contribute for wellbeings in elimination of TB rather depending only on department.
DC West mentioned to include all public Health issues in every Gram Panchayats meetings and to prepare a Gram Panchayats Calender for Health awareness in Villages which is going to be published shortly.
Dr. T. Namgyal CMO West highlighted the overview and objectives of training where in he mentioned that the Vision and initiatives of Hon’ble Chief Minister of Sikkim to see that every corners of Villages in Sikkim should have free of Drugs users and addiction patients, free of Mental health illnesses and free of TB patients. He has urged all Sectors to be concerned on Public health issues by involving all PRI and departments.

Following Resource person Spoke on their subjects with PPP:
1.Dr. Bikash Pradhan DTO/ west as a first resource person spoke on the prevention and Control of TB. In his presention he mentioned that in Sikim most of the MDR patients are youths where practices of healthy food habit should be encouraged while avoiding the intake of unhealthy processed foods. Others HIV infected, Malnaurished, diabetic, Smokers, Cancer patients, Kindney dialysis patients, Slums dwellers, Old age and Health workers are in high risk to be infected with TB, he added. He spoke on 4 Pillers formulae to eliminate TB that is Detect, Treat, Prevention and build. He urged to come in partnership building with delegent commitnent PRIs, Interdepartmental, Intra departmental constituting TB elimination committee where State Sikkim has to achieve total TB elimination by 2022.
2. Dr. Kunzang Ongmoo, Psychiatrist gave presentation on Sign and Symptoms of substance abuse, consequences of substance use disorder, harm reduction with OST and management of Patients. She stressed on the factors like social and psychological disorder in our society is due to addiction. Substance is a disease it can be cured by extending a compassionate hand rather than hate and contribution as family is to accept it as a disease she added.
3. Dr. Tekendra K. Rai State Programme Officer (SADA) Spoke on Sikkim Anti Drugs Act provision under new Act, Role of PRI, Communiry and health deoartmwnt, Strategy to tackle Subsrance abuse, Recording and Reporting.
4. SP/west spoke on Role of Police on SADA. In his speech he highlighted on the punishable Laws against drugs peddling and PRIs are also requested to educate and give awareness in public .
