Three days long District Level Coordination Meeting cum School Visits Programme was organised by the Education Department, East District, in collaboration with State Project Office Samagra Shiksha from 9th to 11th February 2021. On the first day of programme ie. on 9th February a District Level Coordination Meeting was held at the conference hall of Regu BAC. The meeting was chaired by Shri Anil Raj Rai, Secretary Education Department, in presence of Smt. Hondala Gyaltsen Director Secondary Education, Shri Bhim Thatal Director Elementary Education cum SPD Samagra Shiksha, Shri K. Inbaraj Joint Director S.E, Smt. Tsheringkee Chingapa Joint Director Elementary Edn. cum Samagra Siksha, Shri. Sagar Moktan Joint Director SCERT, Shri A.D Chettri, Joint Director Education Department East District, Smt. Chime Denjongpa, Deputy Director of East District, Shri. Kumar Pradhan Deputy Director East District and officials from Block office and District office, Assistant Directors of Blocks, AEOs, CRC Coordinators and other officials of District and Blocks.
The main agenda of the meeting was to reflect the reports of activities done, works in progress of the district and the blocks for the academic session 2020-21 and also to discuss their needs and concerns and set a future plan of the district and blocks for upcoming session 2021-22.
The programme started with a welcome note by Shri. Kumar Pradhan Dy. Director, East District. Shri A.D. Chettri Joint Director, East presented the detail reports of the East District for the academic Session 2020-’21. In the presentation Joint Director highlighted the different digital mode of teaching-learning during the lockdown, district, block and cluster level monitoring team, District and block-level consultative meet on NEP 2020, MDM, shortage of manpower. The future course of action- admission drive, frequent school inspections, block and cluster level competition on various co-curricular activities, teachers training, revive of teacher- guardian module, a survey on Padhna Likhna Aviyan & out of school children, the inclusion of organic farming career counselling, centralized questions for Class III to V, VIII, IX & XI, block-level and cluster level assessment of students were also placed in his presentation.
The block-level annual reports were presented by block officials of ten BACs under East District. Block profile, activities are undertaken, achievements, future planning and issues related to a shortage of manpower in schools, construction and repairing of schools building, refresher training for HOIs and teachers were raised in the presentation.
After the presentations, an interactive session was initiated where various issues were raised and discussed in details. Some of the major issues that were brought to limelight were: Registration and status of private schools, admission Drive, collection of valid and authentic data.
Shri Anil Raj Rai, Secretary of Education Department addressed the meeting with the note that he has been overwhelmed to be present in the meeting. He is in the District level meeting and having one to one talk with the block officials, he could come to know many of the factual realities, need and concerns of the blocks and the schools. He said field realities are more important when planning is made. He stated genuine and valid data are very essential in proper planning and urged all to reflect the factual realities so that needed action could be initiated.
He said to make optimum and rational use of resources that we have with us to bring best in the education and academic sector and urged to take ownership and responsibility to all the stakeholders, as education is a tool for building an individual to a nation.
Smt. Hondala Gyaltsen, Director of School Education, appreciated conducting District Level Meeting at Regu Block, as it brought the ground realities in the eyes of the officials. She placed on address all the needs and concerns of secondary education and the roles and responsibilities of the schools and blocks in bringing better academic and administrative reforms. She concluded her address thanking Education Office East District for having her in District Coordination meeting and expressed to extend all her support as and when the District is in need.
Shri Bhim Thatal, Director of Elementary Education cum State Project Director highlighted different programmes under Samagra Shiksha. He also made the gathering aware of the facilities initiated by the department for government schools to facilitate the learners and to enhance the educational development of the state. He showed his concerns in dwindling enrolments in primary levels in government schools and urged the officials to bring better awareness about the facilities and opportunities one gets being enrolled in government schools. He shared his vision of bringing Government schools at par with reputed private schools and more preferred one. Issues related to various needs and concerns of elementary education in the state were also brought notice of the officials. Cluster reorganization, rationalization of Monastic Primary Teachers and teachers under Samagra Shiksha were also addressed.
Addressing the gathering Shri Sagar Moktan, Joint Director SCERT, highlighted the activities carried out by SCERT in the state in order to bring a better academic picture in times to come. He briefed about the curriculum development being done, organising various teachers training programme, activities for a student like science exhibition, Toy fair etc. He highlighted on National Education Policy 2020 and urged all the block level officials to complete school level consultative meet on a priority basis.
The meeting was concluded with a vote of thanks proposed by Smt. Chime Danjongpa, Deputy Director, East District.
On 10thof February four school visit teams were arranged and different schools under Regu, Rhenock, Parakha, Pakyong and Duga BAC were visited by the officials from Head, District, Block Office and SCERT. Similarly, on 11th February the team headed by Director Elementary Education cum SPD Samagra Shiksha, Joint Director Elementary Education cum Samagra Shiksha, Joint Director East, Deputy Director Sports, State yoga Coordinator and officials of BAC Rakdong Tintek visited Machelakha PS, Tumin SS and Samdong Sr. Sec. School. The team also attended the inaugural programme of self-defence training of girls students of all government schools of Sikkim held at Samdong Sr, Sec. school on the day.
The objective of the visit was to take stock of the available infrastructure, teaching-learning activities of the schools and to facilitate and support the schools. As desired by the district head such visits and inspections in schools shall be made routine programme under East District to provide academic and administrative support to the schools in the upcoming session.
