Constitution Day observed at Chintan Bhawan

Gangtok November 26(IPR): The Constitution Day, also known as Samvidhan Diwas was observed at Chintan Bhawan, today. The programme was organised by the Education Department, Government of Sikkim. The Hon’ble Governor, Shri. Ganga Prasad attended the programme as the Chief Guest while the Hon’ble Chief Minister, Shri. Prem Singh Tamang as the Guest of Honour. Also present at the programme were Hon’ble Minister for Education and Sports and Youth Affairs Departments, Shri. Kunga Nima Lepcha, Cabinet Ministers, Political Secretary to HCM, Chief Secretary, Shri. S.C. Gupta, Heads of Departments, former government bureaucrats, Senior officials and staff of the various departments, Army officials, teachers, students and the NCC cadets along with the press and media.
The programme began with the lighting of the ceremonial lamp by the Hon’ble Governor, Hon’ble Chief Minister and the dignitaries on the dais while paying tribute to the portraits of Dr. S. Radhakrishnan and Dr. B.R. Ambedkar. It may be mentioned here that because of COVID-19 lockdown in September and the demise of the former Chief Minister of Sikkim, Shri. Sanchaman Limboo, programme for the Teacher’s Day and Children’s Day events were also incorporated today.
On the occasion, the student of Namchi Senior Secondary School read out the Preamble to the Constitution of India, which was then followed by a welcome song, composed particularly for the occasion and performed by the students of Deorali Girls Senior Secondary School.
The Hon’ble Governor began his address by greeting the Hon’ble Chief Minister, dignitaries and everyone at the gathering. He highlighted the importance of democracy and the need to observe Constitution Day. He congratulated the NCC cadets, the students, teachers and sports personalities who received the awards. He also urged the people to work together in combating COVID-19 and also emphasized not to take the pandemic lightly. He expressed his pleasure at having the opportunity to interact with the students and teachers and particularly commended the discipline and achievements of NCC cadets. He said that he was proud of the cadets and hoped that they would go on to serve the country wholeheartedly. He also encouraged all the younger sports enthusiasts of the State to follow their passion sincerely. The Governor also remembered the frontline warriors who lost their lives, stating that they have lived exemplary lives which will become examples for others. He concluded his note by advising all, especially to the youths that one should move in sync with the changes in time, which will further help India become self-sufficient and self-reliant.
In his address, Hon’ble Chief Minister welcomed everyone at the gathering. He congratulated the recipients of the awards. He started his address stressing on the democratic rights of the nation and in the same tone, reminded that with fundamental rights and democratic freedom, one should have an equal sense of responsibility to the nation. He spoke about the defence force of the country who leave no stone unturned in keeping the country safe and secure. He also stated the significance of Article 371 F and assured that the State government works assiduously to safeguard the rights of the Sikkimese. He further said that the government believes in the unity of all communities in taking the state forward. He remembered the frontline warriors who lost their lives while helping the state combat the disease. He also thanked and applauded the sports personalities from the past for laying a strong foundation in sports, which will surely play an effective role in the future of the state. He also extended his gratitude to the teachers for their sedulous service in helping shape the future of the students. He reminded all about the challenges brought about by COVID-19 pandemic that has changed the face of the world but stated that Sikkim has taken every effort and provided every necessary measure, from health to basic commodities for one and all. He requested everyone to be cautious and adhere to all protocols and SOPs. He stated that the education sector is one of the priority sectors of the government. He said that he hoped it would be the quality of education in Sikkim that would bring about recognition for the state from within and outside the country. He assured that Sikkim would not lack any IT support/facility in the near future as the government is committed to working towards the Information Technology sector. He also reiterated that required infrastructure for educational Institutes in the state would be revamped appropriately to provide the best of the learning experience for the students. He also informed the benefits and advantages of digital education under the PM eVidya scheme and urged the students to make proper and complete use of the smart TVs that were distributed for learning and enhancing their minds. He also announced that under Chief Minister’s meritorious Scholarship scheme, the students from classes six to eight will be catered to the reputed Schools within the State. He said that from class nine up-to college level, the students would be given scholarships to renowned schools, colleges and universities outside the State. He further announced that Sikkim Manipal University will now have 50 free seats for Sikkimese students pursuing M.B.B.S from next year. He concluded his address by assuring to develop each and every sector in Sikkim earnestly and also announced that the monthly salary of Part Time Instructors under Samagra Siksha would be enhanced from Rs. 7000/- to Rs. 15000/-.
Hon’ble Minister Shri Kunga Nima Lepcha, in his address, reiterated the importance of Constitution Day. He expressed his happiness regarding the progress made by Sikkim in the education and sports sector as well as the commendable commitment of the NCC cadets. He also made a special mention of the teachers who received the National Teacher’s Award and also acknowledged the veteran sports personalities and said that he hoped their contribution would serve as an inspiration to the coming generations. He assured complete government support and encouragement in the field of education and sports. He also wished the students for their future and hoped that Sikkim would rank first in all spheres of life.
Additional Chief Secretary, Education Department Shri. G.P. Upadhayaya in his address touched on the significance of Constitution Day, its origin and the importance of a democratic nation. He stressed on the importance of the Education sector and emphasized on value education that incorporates learning with respect for elders, nature, and society and stated that the students of Sikkim have such value education instilled in them. He also spoke on the challenges faced by the department and teachers because of the pandemic and how the department tackled these obstacles through diligence and commitment in spite of the virus outbreak. He urged the students to make full use of the smart tv that distributed for the online classes. He also said that a free three-year maintenance service will be provided to them. He reiterated that the recently launched additional facilities at Science Centres would enhance the students to hone their Science and Mathematical skills. He also announced that all colleges in the State have a high-speed Internet connection. He added that soon seven new Masters course in three colleges at Nar Bahadur Bhandari Degree College, Sikkim Government College, Kamrang and Sikkim Government College, Gyalshing have been added to the curriculum. He concluded his address wishing and hoping that the event would inspire teachers and students both to build a self sufficient and reliable future.
As a part of Prime Minister e Vidya scheme, Smart TVs to the students from classes 8 to 11 of the State were also distributed. It is pertinent to mention that Sikkim is the first state in the country to implement this scheme. The student from all the four districts received smart TVs from the Governor and Chief Minister.
On the occasion, CBSE topper students of class X and XII board examinations from various schools all over the state were awarded for their distinctions, which were followed by the award ceremony. It included Topper Schools Award, Commendation Awards, State Teacher’s Award and National Teacher’s Award. Thereafter, the programme also saw the presentation of Governor’s Medals to thirty-six NCC cadets, who have excelled in various disciplines.
The Hon’ble Governor then presented ex gratia cheques to the next of kin of three frontline warriors who succumbed to COVID-19 virus in the line of duty. Family members of Late Basanti Sundas, Late A.B. Biswakarma and Late D.K. Rai was presented with the cheques.
During the programme, a biography of eminent sports personalities titled, ‘First Generation of Eminent Sports Personalities of Sikkim’ by the Sports and Youth Affairs Department was also released by the Chief Guest, Guest of Honour and other dignitaries on the dais. The eminent sports personalities of Sikkim from yesteryears as well as those currently contributing to the field were honoured with a copy of the book.
During the programme, Dr. Hannah Yonzon, Principal, Rangpo SSS National Awardee -2019 was also felicitated.
The programme drew to an end with the vote of thanks delivered by Secretary, Education Department, Shri. Anil Raj Rai.
