A coordination meeting on Rights of Person with Disabilities Act 2016

Gangtok, October 19: A coordination meeting on Rights of Person with Disabilities Act 2016 was organized at the conference hall of the Social Justice and Welfare Department under the chairmanship of Secretary cum Commissioner for Persons with Disabilities for various Nodal Officer and Grievance Redressal Officer of Government of Sikkim, today.
The objectives of the meeting were to accelerate the effective implementation of the Rights of Persons with Disabilities (RPwDs) Act 2016 through convergence. Shri Abinash Rai, Joint Secretary, Social Justice and Welfare Department highlighted various sections of the Rights of Person with Disabilities Act 2016 on what various Departments need to do. Dr. M.B. Chhetri, Jt. Commissioner for Persons with Disabilities –Technical, presented on 21 types of disabilities and how the provisions and the policies can be transformed into practice. Shri P. N. Pradhan, Assistant Commissioner for Persons with Disabilities spokes on the present status of implementation of Rights of Person with Disabilities Act 2016 and schemes and provisions for Persons with Disabilities. DDRC In-Charge highlighted the artificial limbs developed at DDRC and its importance for improving the functions of the Persons with disabilities.
There was a detailed discussion focusing on various disability-related issues based on the RPwDs Act 2016. The present status of the implementation of the Act, identified areas in which the actions need to be taken by all departments was discussed. Further, the compliance report on the same is to submit within a stipulated time to the office of the State Commissioner, Social Justice & Welfare Department which was highlighted and discussed. The whole idea of this meeting was to work in convergence for the overall development of quality of services for Persons with Disabilities.
The focus areas of discussion for implementation of the RPwDs Act 2016 were as follows-
Awareness about the Rights of Person with Disabilities Act 2016, its provisions and policies,
Awareness about early identification and intervention for young children,
Rehabilitation services and Special Education for children with disabilities in special schools run by the department and mainstream schools through the Education Department in coordination with the Social Justice Department.
Dissemination of services from the center to the periphery.
Provide disability ID card and UDID Card enrolment.
Accessibility and barrier-free environment in Government and private establishments create a disabled-friendly environment in schools, colleges, work places, etc.
Disbursement of financial subsistence as per provisions of Rights of Person with Disabilities Act 2016 for persons with benchmark disabilities.
Secretary cum Commissioner for Persons with Disabilities Shri Tshewang Gyachho summarised the session with appreciation and assurance for all possible support from the nodal department and reminded for actions to be taken by all concerned departments.
