Block Level Workshop on Child Rights & Child Related Legislation held at Mangan DAC

Mangan, November 13 (IPR): The Block level Workshop on child rights and child related legislation was held today at Mangan DAC for members of Village level Child Protection Committees of Mangan. This was the first coordination meeting of Block Level Child Protection Committee (BLCPC) and Village Child Protection Committees (VLCPCs) of Mangan in the North district.

The programme was held to sensitize the members of the Committees on child related legislation like JJ Act, 2015, POCSO (Amendment) Act, 2019, etc.

SDPO, Mangan, Shri Tseten Palzor Bhutia explained about the role of police in protecting children. He said that the Police in Mangan now have Special Juvenile Police Unit which is always there to protect children. He also explained about the formal procedure of reporting of case related to child abuse and exploitation to the Police.

The Chairperson, Child Welfare Commission, North, Smt. Mingma Doma Bhutia emphasized on the role of Child Welfare Committee as per Juvenile Justice Act,2015 and requested the BLCPCs and VLCPCs to produce any child in need of care and protection before CWC and to report any case relating to child so that they can be assisted to find justice and in rehabilitation. She said the children can be produced to the CWC through the Police, NGOs, Doctors, Nurses or by calling Childline number 1098.

District Child Protection Officer, North, (DCPO/N) Smt. Wendy Lepcha talked on the role of community that they can play on rendering services to Children in Need of Care and Protection (CNCP) and Children in Conflict with the Law (CICL). It was informed that the main purpose of the Village Level Child Protection Committee (VLCPC) was to protect, monitor and address the issues of violation of child rights in the rural areas.

The DCPO/N urged the Panchayats to spread awareness about children’s rights against abuse and exploitation to the public during the Gram Sabhas in the rural areas. She also called the students to spread awareness to their fellow students.

The BDO,Mangan, Shri D.S. Subba, gave a concise data on Children in Need of Care and Protection.

Block Level Child Protection Committee, Chairperson, Mangan, Shri Mark Tshering Lepcha told the stakeholders to shield our children from abuse and exploitation. He also insisted that child sexual abuse should be brought down to zero percent through persistent sensitization programmes.

On the same programme, Additional District Collector, North, Shri Surat Gurung spoke on e-waste, he said that the Panchayats can play big role in villages to make people aware about segregation of e-waste management. He appealed to the Panchayats to keep e-waste dustbins in their respective area which will help in recycling electronic wastes.
